This position works with MCPHD Chronic Disease Department head to determine appropriate focus of local initiatives relating to chronic disease prevention and related public health concerns.
Directly supervises staff and serves as back up administrative lead for the department.
Candidate serves as point person for local, state and federal grants, assuring contractual obligations are met.
Candidate also i dentifies/pursues foundation and governmental grant-related support for maintaining and expanding chronic disease prevention activities.

Job Role Summary Coordinates efforts related to the prevention and control of chronic disease-related morbidity and mortality.
Serves as lead advisor to Chronic Disease Administrator in decision making related to policy, systems, and environment interventions for the reduction of risk for chronic diseases with an aim toward health equity.
Seeks external funding, prepares and oversees budgets and contracts, leads program staff, and monitors program progress.
Associated Job Duties Serves as the back -up and lead point person for Chronic Disease Department Administrator.
Monitors and reports on general progress in accordance with specific objectives and goals through verbal and written reports submitted as requested.
Determines appropriate focus of local public health initiatives relating to chronic disease prevention.
Directly supervises up to eight department staff and serves as back up administrative lead for all Chronic Disease supervisors, program managers, and other staff.
Provides training and mentoring to new department supervisors and program managers.
Establishes effective administrative/programmatic linkages with voluntary health organizations, professional organizations, health care institutions, graduate and undergraduate, appropriate health department components, and governmental units such as IDOH and CDC.
Based upon results of epidemiological studies and needs assessment, formulates, implements, monitors, and evaluates initiatives designed to prevent and/or control chronic disease morbidity and mortality.
Identifies/pursues foundation and governmental grant-related support for chronic disease prevention efforts.
Interfaces with Grants Department personnel.
Recruits, interviews, recommends hire, monitors, and evaluates personnel; identifies and assists in solving personnel problems.
Plans, designs and implements administrative systems and procedures to provide for the optimum operation of the program office, including managing contracts and interfacing with project partners.
Creates, manages, and assures compliance with multiple federal, state, and other sourced programmatic budget.
Reviews/determines the propriety of reimbursement requests from various subcontracting agencies in accordance with guidelines from the funding agency and/or the Health & Hospital Corporation.
Directs/reviews the preparation of routine or special reports required by the funding agency or by the Corporation.
Maintains confidentiality of information.
Participates in public health emergency preparedness exercises and in the response to public health emergencies, as directed.

Other duties as assigned.
Qualifications Completion of a Master's degree in public health or an allied health or public affairs field, plus two years of experience; or completion of a baccalaureate degree in public health or an allied health or public affairs field plus four years of experience.
Previous experience in a responsible position involving grant and project management in a health/public administration setting (1-3 years) Access to use of an automobile Licenses/Certifications Required Current Indiana driver's license Knowledge, Skills & Abilities Thorough knowledge of root causes of health inequity, community health and current public health principles, and epidemiology.
Knowledge of project management, implementation, and evaluation.
Evidence base for prevention of chronic disease Evidence base for livable communities strategies Federal and state grants, sub-grants, and contracts.
Ability to work independently and effectively across internal/external organizational lines.
Language Skills Negotiate with tact and diplomacy and demonstrate ease of articulation with written/oral communication.
Read, analyze and interpret scientific and technical journals, financial reports, and legal documents.
Write articles for publication that conform to prescribed style and format.
Mathematical Skills Apply mathematical concepts such as probability and statistical inference.
Reasoning Ability Define problems, collect data, establish facts, and draw conclusions.
Work Environment: Primarily office and environment including some telecommuting; outreach activities in varied public sites throughout the county.
Physical demands include lifting light-weight materials on an occasional basis.
